No, that's just a convenient by-product for those who also want to get away from crime.
This all started because the EBR school system sucks balls. People in the St George area tried to work with the school board but were basically told to frick off. They then tried to make their own school district and were again told "no" and that they would need to incorporate as a city to have a shot at that.
So that's what they did and the opponents are screaming "muh racism" because otherwise is to admit their own failures.

Yep.
It is effectively EBRPSS, the legislative Black Caucus, and the city-parish continuing to double down on stupid, figuring the other side would concede.
