Well the roofer wants the damage so he gets the job.
The insurance company doesn't want to pay.
Probably need to get a 3rd party estimate, a 2nd roofing company and file an appeal.
There's "damage" and then there's needs to be replaced damaged. If your vents just have some dents they really don't need replaced. If your roof took damage that diminishes its value drastically or dimishes its ability to protect your house, then it needs the work.
Your other option is to fix it on your own dime without insurance...
