Lets adjust the scenario very slightly. The cop just came around a blind curve (as you can see in the video). Add a 20+ group of kids (school field trip) huddled in the path on the other side of the blind curve. Cop sees speeding ATV seconds away from the curve and seconds away from the group of kids.
The reality is this was a blind curve, there was a speeding ATV, there were several innocent pedestrians/kids seconds away from very likely death or serious injury.
How in the world can you not see the cop made a split second decision, a undeniably CORRECT split second decision.

A speeding atv that was there illegally that the cop was told to go investigate and make sure the public was safe from the idiots.
Mission accomplished.
