exactly.

1. what is the posted limit here?
2. how was the cop supposed to guess Splat the Wonder Moron was going 100mph and couldn't stop in time?

cop literally saw someone coming down the hill about to run into people laying on the ground and moved into that lane to protect them...you think the cop had time to notice that Splat was going 100mph?

How would there be a posted speed limit on a walking/biking path? For the bikes?

Just checked the website for that park. There are no legal trails for motorized vehicles. None.
