Well yeah, but I'm speaking within those parameters, which define the discussion of redistricting.

It’s pathetic the VRA is “protecting” citizens in some states, counties, townships more than in others (or basically labeling certain other people in them as discriminatory and must seek clearance from feds for any election law changes).
