Isn’t there some software that can do this in a rational way given the required parameters? It could even give you several options to choose from. One problem is they are starting from the current map and trying to pick and pull from existing districts to create the desired outcome. The right approach would be to start with a blank map and rationally (I know- that’s a difficult word to use here given the requirements) draw the required number of districts with the required population characteristics. If the existing g districts are maintained, fine. If they are not, that’s fine too. Let the current incumbents run in their new districts.

This + BR/Nola having the necessary AA populations are the 2 issues.
