For it to help you actually have to use it. Which means scheduling appointments, which can be hard to come by in a rural state like MS. It means being able to take time off of work - and have transportation - to those appointments.
It's much "easier" to call 911 at 1 am for a stuffed nose. especially when that has been part of your culture for decades.
