Ill preface this by saying, I think biden backed off this signing because he was catching so much grief.
It seems farfetched, but so did unleashing a virus on the world and killing millions simply to keep a president from being elected.

That seems far-fetched because it never happened. The virus was not released as an anti-Trump weapon, but it was used that way by the Democrats.
Normally, an event like that could be a support solidifier for a President, like 9/11 was for Bush. Releasing the virus to get Trump would be foolish because it would be just as likely that it could help him. But Trump vacillated on the pandemic, at first leading the shutdown brigade and later jumping on the let it run its course side. That provided the opening to weaponize it against him, and they did.
