It's actually pretty common with starting pitchers in the minors, the Cubs won't any of the pitchers in their system exceed 80 pitches, unless by more than a couple to finish the batter their facing but that would be very rare.

Pitchers don't pitch near the innings in high school and college they will see in a full season of pro ball so most all organizations limit their innings and pitch counts.

Kind of the prevailing thought is a pitcher should not be required to pitch more than 30 innings more than they had the previous year. So these young guys coming up will be ramped up slowly.

I doubt Skenes exceeds 5 innings his first few starts, and even less if his pitch count gets above 75....which is the most he's pitched in any start this year in the minors.

Yet pitchers keep blowing out and getting hurt. The teams don’t give a shite, they push these guys arms to the absolute limit and destroy them so they don’t have to pay them. There’s always more flamethrowers to take their place
