I would lean toward normally wanting to be in a neighborhood with a HOA. I can't stand trashy people, so it would be nice to have some kind of oversight over these folks.
Moved into an older neighborhood and luckily, I live in an area with pretty good code enforcement from the parish, so nothing gets out of control near us.
