I didn’t realize it until talking to a friend in the UK how disconnected the public is from elected officials. Notice she wasn’t elected. They bypassed a vote and nominated her mayor.

They have a different system overall. If say the Tories hold the majority, the Tory leader in that area gets the seat. So I'm guessing that a Labour group runs the show in Londonderry. So the party coalesced around their leader who probably has the strongest bloc and as such that person gets to be the person in charge. You are talking that a plurality inside of the majority gets to run things by forming something of a coalition.
