Governor appointed a school board for Central shortly after them winning their case against the city-parish. The new city with approximately 30k in population took over several schools that were formally part of the EBR school system.
There was no civil rights suit and no injunction that I’m aware of. Is this a thing, you mentioning this is the first I’ve heard it being suggested.
Again, I’m not sure how the parish would have standing in your scenario.

Not saying there would be merit to the claim. I just know that the same "keep what is mine" mindset that made the formation of the city a 13 year slog will underpin the EBRPSS' actions.

I'm imagining the suit will involve claims of parish money/government power over minority citizens of the parish.
They can attack the law/process itself as violating various federal laws and the 14th Amendment.
Attack doesn't mean win, for the smoothbrains.
They pulled this bullet out during the vote on the COA years ago at the 11th hour of the vote. It cause the crucial vote to flip at the last second.
