They do. Also, two Federal investigations took place and no charges were filed.
The Prosecutor is not charging Federal Crimes...outside his jurisdiction.

Because they're arguing it's linked to other crimes. It's explained in detail by another poster a page or 2 back

It can, and that's one angle, but I don't think the only exclusive angle. They're also arguing Cohen's crimes would be in furtherance of crimes that make it a felony.
