Yeah, if they really liked Penix (and obviously they did), the were in position to get him in the draft and didn't need to spend on Cousins. What this kind of signals is they wanted a vet to try to win immediately, but they aren't particularly sold on the vet they signed. Why not just save the money and take Penix at 8. Or hell, even if they had to trade up a spot or two to get him they had to know he would be available in the 5-7 range.

Cousins is only a 2-3 year plan, no matter how great he is.

I think they believe they can win now. Penix would not put them in that position.
