If Penix could be a Franchise QB than you don't pay 180 million for 4 years for another QB. That don't make any sense especially when Cousins hasn't even played his 1st year of his contract. They need to make their team better and they had a top 10 pick. Atlanta needs Defensive help the first 7 picks off the board were Offensive players. So that means they could have had a chance at the best defensive player to fill a need in this draft at any defensive position. I don't get the logic or the pick.

Yeah, if they really liked Penix (and obviously they did), the were in position to get him in the draft and didn't need to spend on Cousins. What this kind of signals is they wanted a vet to try to win immediately, but they aren't particularly sold on the vet they signed. Why not just save the money and take Penix at 8. Or hell, even if they had to trade up a spot or two to get him they had to know he would be available in the 5-7 range.
