This is misleading. USC has a bunch of individual graduation ceremonies for each college, such as School of Cinematic Arts or the Business School. USC also gathers together all of the students for a main commencement in its central quad. All this happens on the same day, all over campus. The school admin decided that with the significant unrest caused by the Gaza protests, the main ceremony would be cancelled but all the others would continue. Not surprising considering the risks associated with gathering 65,000 people together just for a 1.5 hours, all outside. Plus they need time to make sure outside agitators are not allowed onto campus. This is what the school sent out to USC students, parents, etc..:
As in previous years, the university will be hosting dozens of commencement events, including all the traditional individual school commencement ceremonies where students cross the stage, have their names announced, are photographed, and receive their diplomas. In keeping with tradition, we will be hosting all doctoral hooding ceremonies, special celebrations, and departmental activities and receptions.
With the new safety measures in place this year, the time needed to process the large number of guests coming to campus will increase substantially. As a result, we will not be able to host the main stage ceremony that traditionally brings 65,000 students, families, and friends to our campus all at the same time and during a short window from 8:30 a.m. to 10 a.m.

I forgot about this. I heard these dudes talk about it, one of them talk about how they couldn't believe it when they went to California to a USC graduation and they had separate graduations for black students and other groups of people.
