This. Remove the worst 10% of kids who are behavior problems, distractions, and have no intentions of doing work, or showing up consistently.

The school and learning environment improve dramatically overnight.

I have always said they need some kind of game where the bottom performing students are slowly removed from school as the year goes on.

The problem is that early on, well-meaning educators identify “at-risk” students. They get them IEPs that are supposed to get them extra help and resources to allow them to do better. But, a student with an IEP is now protected from consequences of poor behavior. The schools are now stuck with them, no matter how horrendously they behave.
