This would fix the issues as much as anything. And that type of threat would fix 80% of the problem kids too.

The only thing they will reform is their criminal skills if they are put with other like minded men and women.

This. Remove the worst 10% of kids who are behavior problems, distractions, and have no intentions of doing work, or showing up consistently.

The school and learning environment improve dramatically overnight.
