Maybe I'm missing something - how would this affect current existing school districts (other than EBR)? Doesn't this just take away the requirement for a statewide vote before adding a new one?

Correct. In the past 3 years each school district in EBR besides EBR (Zachary, Central, Baker) has floated the idea of changing its school district boundaries for various reasons. There was actually a bill I think for Central's to change that Bodi ended up shelving. But I am pretty sure it would take a statewide vote to change those district lines. That would go away with this - you would just need an act of the legislature.
