Ditto Round Up, but if the plants behind your fence have been there for years, there will be an extensive network of buried roots resprouting for a long time. Just keep spraying as long as sprouts reappear.

Exactly this. It's going to be a long term battle for OP.
I also recommend the Roundup with the yellow cap. It works very well.
