New Orleans only affects the state insofar as the amount of taxes generated in the city that are sent to the state legislature, so that the money committee chairmen (currently from Jonesboro, LA, and Harrisonburg, LA, respectively) can be pilfer those taxes generated by New Orleans to their poor, rural districts.
If tourism drops or dies in New Orleans, then the tax redistribution plan is impacted, and no conservative representing a poor district wants that.
