What did this guy find while fishing the lake at LSU?

At the 25:25-minute mark he says he runs up on a concrete wall submerged in the lake.
Was there a building there or is this from someone dumping something in the lake?

He apparently doesnt realize they drew down the lake to zero last summer and there is a major dredging project underway. But the lakes look like they did in 2002 (before City Park lake got choked with hyacinth) so maybe he filmed it a couple years ago and just released it last week. Also he visits and talks up Cane's on campus and was unknowingly fishing in front of Todd's house at 23:05 .

There is a culvert that goes from one side to the other. If you go by there now, you can see some of them that they pulled and stacked to the side. I hope they leave it out of the finished plan. Always seemed weird to me that it went unbroken from one side to the other. I would think that a regular storm drain would just empty into the lake rather than go across the lake.
