He kind of is powerless. He has a weak speakership (like Kevin McCarthy) because he has a very slim majority due to the results of the midterm elections, which is the very same issue that Kevin McCarthy experienced as Speaker.
Because of that slim majority, any person that follows him is going to have just as weak of a position as Speaker, because you have this small faction that threatens a motion to vacate if everything is not done to their satisfaction, as it relates to working within reality (divided government). You have a Republican majority with 20+ seats, and you don't face this issue.
The nut bar wing of the party can't seem to grasp that their voice is a lot bigger than the actual votes within the entire Republican conference, and that the only reason why the majority of the conference has gone along with this charade is to preserve a Republican Speakership.

Who said they have to do anything? He could have funded the basic government functions and sat on his hands until November.
But noooo! They had to pass 1.2 trillion and expand FISA.
Johnson is responsible for whatever happens next. He knew full well.
