Not a Toyota but I had it happen with an old Elantra and it was the clock spring. Turns out there was a little-known extended warranty just for it.
Toyota has also had recalls and extended warranties for the clock spring so I would have your friend check online to see if the VIN is included in one of those before going out and spending money.
