There could be other reasons:
maybe public sector work is less stressful or allows better work life balance
Maybe pension plan is attractive
Maybe it’s more stable with little chance of layoff
My point is lots of public sector employees talk about making less, but there is some reason they work there and it isn’t altruistic..

My cousin was a mechanic in the National Guard for 20 years. He retired at 38 then jumped to another Federal job. He did so strictly because he will have two Federal retirements in his late 50s.
