Enforcement of property rights

Limited policing power built around strong Constitutional protections (especially with respect to things like bail and sentencing) and a limited number of crimes.

National defense.

As a functional proposal, I do believe in federalism though, with strict constitutional protections limiting government in the 1st 2 topics. If a state wants to tax/spend for a healthcare or education policy, they should be allowed to do so.
