In other words, if 80% of the total returns is for people earning under $1M, wouldn't that number be a fair representation?

It prob is a fair representation and an outright lie from democrats.
Most sane people knew they werent only going after people who make over $400k. But thats what joe Biden will tell you.
this isnt really about if the irs is doing what they should be doing but joe Biden lying.
