As a government, you cannot force someone home (away from work and away from an opportunity to pay bills) and not indemnify them for the government actions.

You can claim that any lockdown was wrong. And that is a fair argument.

But what you cannot do is claim that citizens obeying the mandated requirements "to not work" were not due assistance with their lost income.

There absolutely is an obligation of the government to reconcile the situation.
