It's not so much that, as much as, having to do at the start of the process so they may or may not give you good service (or spit in your food) when they know you didnt tip.

Ie...Jersey Mike's does it at checkout after your food is made so pressing no is no big deal.

I don't tip if they are doing what they get paid to do and provided no extra service, unless I know or assume they get paid the lower Server hourly rate.
