When you reclassify crimes and don’t arrest or prosecute, of course numbers will drop. However, the reality is of course crime is very high.

I got one better for you Zach, down here if you kidnap someone and kill them its not a kidnap, if you kidnap and ask for a ransom, okay thats kidnapping.
A while back one of one of the managers, she tosses a bag on my desk and said she got it for me this past weekend. I open the bag and its an MRI (field ration meal). I said whats this for, and she said this past weekend they kidnapped a guy, he said he was hungry and the kidnappers borrowed 20 bucks from him for some KFC, said they would pay him back when they got the ransom. "I didnt want you to go hungry if you didnt have any cash on you".
