In backwards arse Louisiana, sure, but not everywhere. Some states require you to use them if you're not driving the minimum speed. Many encourage their use if there's a change to the flow of traffic.

Prove it. SHow me where ANY state mandates that you have to use flashers when it rains. Hell show me where a state even encourages it. I don't believe there is a single state that requires people to make the roads more confusing during rain storms.
