I’ve driven on I-10 to/from New Orleans countless times in a heavy downpour.
I’m not worried about it, and certainly not going to pull over for an hour.
It’s not dangerous if you can see the other cars.

So what the frick is your point? You want people riding around with signals activated which do not accurately reflect the situation?
If you can't see tail lights before you're too close you are going way too fast for the conditions.
