It can be and often is. You sure seem to think you know everything. Looks like you have limited to no experience with or understanding of homeschooling though.

We paid $25 per student (as a deposit) to use the same books that the public school system used.
Anything extra we spent was considerably less than all the extra costs of going to public school.
