Finland has some of the best schools in the world. Short days, and 20% less per pupil less than we pay.

Cost of living difference between states is a legit point. I wouldn't expect Washington DC to be as cheap as most of Utah.
Alas, you can also find wildly disparate results without even driving 50 miles from a shitty school district too.
Both states adjacent to Washington DC spend 25% less per student on average with the 2 highest per pupil districts STILL coming in at 10% less than DC spends per pupil. And, of course, those 2 districts have massively better results than DC. Why? Because you could spend 3x the amount in DC and STILL get shite results.
