They just clarified some regulatory issues.
The implementation of PSLF was a disaster initially under the Trump admin (not necessarily the fault of the Trump admin), and the regs had to be cleaned up a lot.

PSLF is not the same thing the Biden admin is trying to do. Clinton started the process and it's been expanding and ever changing since. PSLF requires a significant amount of repayment to be made, along with certain types of employment (public service related, generally lower paying).
This all out blind forgiveness is a terrible plan with no real permanent solution to a significant problem.
