I'm not gonna pretend to know the details of it but seems to me if federal law passed by congress enabled them to be forgiven then they'd be forgiven without any additional action taken by the current admin

They just clarified some regulatory issues.
The implementation of PSLF was a disaster initially under the Trump admin (not necessarily the fault of the Trump admin), and the regs had to be cleaned up a lot.

There are a lot of different mechanics they could try to use so it’s hard to know much when there’s just a campaign video for details.
Honestly, if they went the route of long term tax rebates they would have a good chance of getting it to stick. There’s a pretty solid history of those standing. Especially if it’s capped at something reasonable so it doesn’t have huge budget impacts.
