Do you know if they used frame rate in physics calculations? Bethesda is notorious for stupid shite like that. And if so, rebuilding the cap would make sense.

Sounds like the update is a disaster so far. They apparently didn’t even actually add UW support; the effect of what they did was the same stretched unplayable mess as editing the .ini manually

Supposedly it does. The higher the FPS, the more the physics get out of whack.
I cap my FPS at 120, and I didn't "notice" any weird physics.
All I do is change a 1 to a 0 in an .ini file.
I believe there may be mods requiring the script extender that allow for higher FPS and fix the physics, but I assume these mods will be broken until the script extender is updated.
I really don't understand why the tweak to the .ini file no longer works. I know there may be other ways to fix the FPS though.
