Sales taxes force everybody to pay their fair share
LA sales tax rate is already 2-3% higher on average than MS and TX. If you raise the sales tax too much higher, now you're just encouraging people to either shop online at sites that don't automatically add sales tax or make the extra drive to MS or TX to make their big ticket purchases because the sales tax difference is worth the trip.
So it seems like you'd want to be careful about raising the sales tax so as not to hurt brick and mortar retailers in the state, especially it towns close to the state line.

They're also talking about taxing services. Imagine having to pay a 9% sales tax everytime you hire a lawn guy, a lawyer, or sell your house.
