Green Bay has renovated and expanded Lambeau numerous times and to my knowledge hasn’t used tax money to do so.
Your knowledge is incomplete.
Prior to the major 2003 renovation, Brown County voters approved a 0.5% sales tax on Sept. 12, 2000, by a 53%-47% margin after a contentious campaign. The tax, which was retired in September 2015, provided $309.5 million to the Green Bay-Brown County Professional Football Stadium District, an average of $20.6 million per year.

Fair enough. Still think that the owners should pay for their own stadiums and upgrades unless they are going to give up some sort of control or share revenue from events held there.
