Wow. you are a special kind of something, that's for sure. The employer says that the workers were lawfully working. There's been no determination otherwise.
As for the actual topic, yes, immigrants often take jobs with higher risks. Reminds me of the sky scraper photos from New York in the 30s, with Irish, Italians, and other New York immigrant workers happily working without fall protection, or the Chinese working on the railroad lines in the mountains out west.
The road workers in this case were not unusual for road workers in America these days. They were immigrants. That's part of the American story, always has been.

It literally says in the article one of them entered the country illegally.
Their current status doesnt really matter to me

They all legally immigrated to this country.
