you bet your arse that if I dumped a bunch of tires, there'd be cops at my door in 30 minutes.

I believe that used tires are being brought to dump in Baton Rouge from other states, Midnight Dumpers.

You'd think the DOTD could simply have a crew of about 3 people whose job is to simply drive around all day in a truck and pick up stuff like this
