Well the article you linked gives some sort of answer to your question, assuming you read it.
A lot of this could have been avoided with smarter, more fiscally responsible people managing the city during COVID. Not that it started there, but it definitely could have been remedied at that point.

Just a convenient excuse that spokespersons, politicians and the media rely upon because it's so easily believed
the strain on all the very basic levels across the County, ISDs,Churches, even neighborhood by neighborhood the infection of NOLA-trained expectations, and entitlements . I've heard stories/ anecdotes repeatedly over the years since
you people ruined a good thing,, there been studies that wont be released due to the racism ,, which Houston based blacks find very offensive
but there it is politics

This is true of most cities and many states. Living off of federal funds (our tax dollars) is finally coming to an end.
