First, determine the costs of schools, welfare and prisons and what their “fair share” is based on percentages used by their race since their age of majority, divided by their population size. Deduct taxes paid by them individually, then give them the bill for their “fair share” or the balance of reparations owed. My guess is that their reparations won’t exactly cover it on average. For those who have paid those taxes and are still “owed” reparations, I have no problem with them getting it, as long as it comes from the individual slave owner that owned their ancestors. Not the family of, the individual. If the slave owner is dead, oh-well.
