More than half of the voting in south Florida is done by mail. Florida is mostly snowbirds with a homestead rule. That means if you own a house in two states you most likely vote in Florida. The thing is Florida counts the mail in ballots as they arrive. Some states don’t open mail in ballots until after the polls close. By Election Day in Florida’s precincts as much as 50% of the votes have been counted.
