The Diocese/Archdiocese has to give permission for those services to exist, but do not govern their day to day operations.

You don't have to work for an audit firm to realize how much the church (just the Vatican, in this case, (not including worldwide archdiocese, etc.) obfuscates

Oh, that's totally different. Are organizations that give permission generally not reviewing mission statements, financial records, compliance, etc? If you don't agree with what they're doing, your due diligence should lead to non-approval.
