I have tried everything from dremels to naval jelly, etc but it seems like the battery connections dont want to work again
Do lithium batteries leak too?

Baking soda and water paste. Consistency of cake batter.
Edit: and use an old toothbrush to scrub it in with.

Oh.
I only buy American made products so I can't comprehend or complain.

Clean the contacts with 100% Isopropyl alcohol or WD-40 makes a good contact cleaner

Realistically the best solution is to not leave alkaline batteries in items long term, but I know that’s easier said than done.

You need a good contact cleaner. Not the bullshite you get at most stores. I think CDC made the one I used to use on encoders with issues. I had an issue with a night vision scope I accidentally stored with the batteries in it and that cleaned it up with no issues.
ETA. Ignore the CDC. I looked and it’s Hosa D5S-6 CAIG DeoxIT 5% Spray Contact Cleaner

I've seen videos of coca cola cleaning up the posts on car batteries and cables.
Not sure if it could help with what you need, though.

Correct. My mistake. The edit was the right one though.

I have never gotten anything to work again after I have had batteries leak in the device. I am not quite sure what it does, because sometimes there is no visible damage, but it damn sure won’t work again.

Well, that's awful that Hosa came into America in 1984 and took over. Why we can't do it anymore is a travesty.

Ah ok. I didn’t realize it that. I just ran into some dude at a track day that knew way too much about contact cleaner and I was having issues with a couple of encoders that shite knocked my issues out right away. I was about to start replacing them.

Just make sure the battery gunk doesn't fly off the spring into your eye. It stings a little.
