It's not a bad deal. Your Retirement Pay permanently is raised based on your additional time in service. I can see why some folks would be glad to do this.

A lot of retirees fall the frick apart after serving that long, and many get out of shape quickly

That's not how it works in reality. Take me for instance. I retired effective January 1, 2021. In December 2021, December 2022, and December 2023 my retirement compensation was increased based off of DC COLA and inflation. Not only that, but I have 10% VA disability.

If I were to do this:

1. Pay at my retired rank is capped at 18 years, so my pay would be reverted to that amount and I would have to pay back the difference.

2. My VA compensation is tax free, so 39 months worth would now be subject to back tax.

3. My assignment would be based off of needs of the Army so I would be forced to move regardless of my wife's current situation.

4. I would have to quit my current job.

5. All of my year group peers are leaving Brigade Command. Take from that what you will.

6. Under the linked document from the OP, retirees CANNOT BE PROMOTED

You're a freaking idiot. Obviously, there is a reason recruitment is tanking. Very few want to put there life on the line for a corrupt regime that despises the very country and freedom they would be supposedly fighting for.
