I can attest to this. Hanging Christmas lights several years ago and set the front legs of the step ladder on some mulch which seemed like it was frozen. When I got to the top of the ladder and my full weight on it, didn't take long to push through a thin layer of frost. Lost my balance and I landed on my head on the concrete sidewalk. Blood started seeping through my stocking hat and probably should have gone to the emergency room for stitches and possible concussion. Had a giant knot on my head and couldn't comb the top of my head for about a month it hurt so bad. The dried blood in my hair was crusted over and hurt like hell trying to remove it. Never told the Mrs.
