US has been warning of extremist activity in Russia for about a month now and even put out warnings via our embassy on March 7th. Russia raided a cell two weeks ago too. I would assume this is ISIS related based on that.
Ukraine gains nothing to do this if it was them.

Yep, I saw this two weeks ago and didn't think anything of it.
