Yeah I'd put the barrier 3 or 4 inches way from the fence to give a gap between.
But you still may have a point to just have it low in the front and back and mounded up in the center of the beds.

Yeah I’d spend the $ on more plants or front edging I would enjoy seeing. As you mentioned, mound it up and you’ll never see the bottom of your fence.
I’m waiting on a fence to completely rot out that was put in contact with the ground. It’s just setting on the ground and it wicks water up 6-12 inches.
